Parking on the Dean College campus is a privilege
extended to members of the Dean community who have
registered their vehicles with the Dean College Public
Safety Department, in accordance with the college’s
Parking and Traffic Regulations. Failure to register your
vehicle with the college may result in a revocation of
your parking privileges. Because of the limited number
of parking spaces on campus, registered vehicles are not
guaranteed a parking space. It is the responsibility of all
community members and their guests to read, understand
and abide by the college’s rules and regulations.
Parking is on a first-come, first-serve basis. First year
students are not allowed to have cars on campus unless
there is an approved documented need (financial,
medical, etc.). To find out more information, please
contact the Department of Public Safety. All rules and
regulations apply at all times throughout the year.

POLICY OBJECTIVES


The principle objectives of the traffic rules and
regulations are to:
• Provide communitymembers with an opportunity
tomaintain amotor vehicle while attending/
working at Dean College consistent with the limitations
on space available.
• Maintain access for emergency vehicles at all times.
• Have appropriate parking available for
handicapped, visitors, and communitymembers
at all times.
• Provide safety for pedestrians and vehicular traffic
at all times.
• Establish a walking campus and therebyminimize
congestion, noise and issues that would
detract fromDean College’s attractive environment.
• Protect and support the rights of allmembers
of the campus community by sanctioning those
that choose not to conformwith the established
rules and regulations.
Note: Any areas not designated for parking have been purposely
left open to reduce traffic congestion and to permit
access for emergency and service purposes.

REGISTRATION OF VEHICLES


Students
All students attending Dean College must register their
vehicle with the Department of Public Safety.
Registration of student vehicles will take place during the
summer months prior to the start of the fall semester.
Students who do not register before the specified deadline
may forfeit their ability to have a vehicle on campus. All
other needs may be addressed at the Public Safety office
located in Dean Hall. Decals will be issued in accordance
with a decal color code system.
• All decals issued are valid for one full year.
• Full-time resident students are required to pay a fee of
two hundred and fifty dollars for a decal.
• Full-time commuter students are required to pay a fee
of fifty dollars for a decal.
• Part-time and SPCS students are not required to pay
for a decal.
• All decals issued shall be affixed to the driver’s side
rear window of the vehicle.
• Avalid driver’s license, vehicle registration certificate
and student identification card are required when
registering a vehicle.
• Any stickers fromthe previous yearmust be removed.
• Failure to display a current Dean College parking
decal will result in a citation and assessment of fines.
• Cars not registered with the college, improperly
registered, or without license plates are not allowed on
campus without permission fromthe Director of
Public Safety.
Non-Massachusetts Residents: The Commonwealth of
Massachusetts requires all students to register out-of-state
vehicles within 30 days of the time the vehicle is brought
into Massachusetts. At the time of registration, those students
will receive a Non-Residential Student decal. (This
is to be placed on the top center of the front windshield)
Faculty and Staff
Dean College faculty and staffmembers will be notified at
the end of the summer semester about the appropriate
procedure to follow in order to register their vehicle(s)
with the Department of Public Safety.

PROHIBITED PARKING AREAS


Emergency Access Lanes: Solid yellow liningmarks
emergency access lanes. They appear in all the campus
parking lots, but aremore prominent in front of buildings
and on service roads. These areas serve as fire lanes and
emergency vehicle access lanes. They are STRICTLY
ENFORCED TOW ZONES .
Loading Zones: Solid yellow lining and loading zone
markings indicate loading areas on campus. Dumpster
locations are considered loading zone areas. These areas
are STRICTLY ENFORCED TOW ZONES .
Day Visitor Parking: The areas that aremarked “Visitor
Parking” are reserved for day visitors to Dean College.
They are not for faculty, staff, students or their guests’
vehicles, registered or unregistered with Dean College
Public Safety. These areas are located:
• The first eleven spaces on the left in the Campus Center
lot as you enter fromEmmons Street.
• The labeled nine spaces in the Dean Hall Parking lot
closest to Dean Hall.
Overnight Parking: The only areas where resident student
overnight parking is allowed are theAdams and
Jones lots.* Students parking in these areasmust display
on their vehicles the proper color coded decal. Guests of
studentsmust park in the Jones lot unless prior approval
has been given. No overnight parking is allowed in any
other campus parking lot for faculty, staff, or students
with the exception of those areas so designated. Those
vehicles left on campus without prior notification to the
Department of Public Safety, are subject to tow.
Handicap Parking: Handicap parking areas are clearly
marked. They are STRICTLY ENFORCED TOW ZONES.
Dean Drive: Parking and vehicle access is prohibited on
Dean Drive. This area serves solely as emergency vehicle
access and egress. Those vehicles wishing to access parking
by the gymnasiummust enter and exit through the
School Street entrance. This is a STRICTLY ENFORCED
TOW ZONE.

PARKING LOT ASSIGNMENTS


Only vehicles displaying a current issued decal are authorized
to use Dean College parking lot areas. Students
must park in their assigned lots at all times. Exceptions to
this rulemay only be given by Public Safety on an as
needed basis. The following color coded systemis in
effect:
Dean Hall Parking lot - PINK Decal
• Staff/Faculty/Visitor parking
• Commuter or SPCS student parking after 5 p.m. ONLY
Campus Center Parking lot - PINK Decal
• Staff/Faculty/Visitor parking
• Commuter or SPCS student parking after 5 p.m. ONLY
Jones Parking lot (Hillside Road) - GREEN Decal
Resident Student parking for the following locations:
• Ewen Hall • Wallace Hall
• Jones Hall • Dean Hall
• Alumni Memorial Hall • Woodward Hall
• Franklin Center Commons II
Jones lot is also an overflow lot when no other lot is available
for parking (any decal color). Resident or Commuter
students are not allowed to park in marked spaces numbered
1-25 reserved for theMBTAparking contained within Jones
Parking Lot. Unauthorized vehicles will be subject to
immediate tow.
Adams Parking lot (West Street) - BLUE Decal
Resident student parking for the following locations:
• Adams Hall • Bourret Hall
• Mitchell House • Houston House
Commuter lot - PINK Decal
Commuter student parking only -Monday - Friday
from6 a.m. - 11 p.m. Saturday from6 a.m. - 5 p.m.
*Resident students living in ClarkHouse (GREEN decal with WHITE LETTERS)
may utilize the parking spaces provided there. These
spaces are reserved for residents of ClarkHouse only
and not their guests. Should these spaces be filled,
overflowparking is in Jones lot only.

Frankilin Center Commons II (RED Circle decal) - Resident parking for approved students ONLY. Approved students may park only in their designated space. Residents of Franklin Center Commons II that do NOT have prior approval must park in Jones lot at all times. Unauthorized vehicle parking within the Franklin Center Commons II area may result in loss of parking privileges and/or immediate tow. 

MOTORCYCLE PARKING


Motorcycle operators are required to adhere to all parking
rules and regulations and are obligated to register
their vehicle with the Department of Public Safety.A
decal will be issued to operators registering their vehicles.
It will be the responsibility of themotorcycle operator
tomaintain the vehicle decal where it can be easily
accessed when requested by a Public Safety officer.

TRAFFIC RULES


• Vehiclesmust not park on any land or grass area not
specificallymarked as a parking area.
• Vehiclesmust not park on any roadway, crosswalk,
sidewalk or walkway.
• Vehiclesmust not park in anymarked or posted fire
lane, no parking zone, non-defined parking areas or
any area not specifically designed ormarked for
vehicle parking.
• Vehiclesmust park only in the areas in which the
color of the decalmatches the assigned parking area.
• The speed limit on the college campus is 15mph
unless otherwise posted.
• Observe and obey all parking related signage.
• Campers are not allowed to park on campus.
• The repairing, washing or waxing of vehicles is
prohibited in college parking lots unless otherwise
approved.
• Observe all crosswalkmarkings by allowing
pedestrians the right of way.
• Do not drive or park onwalks, paths or grassy areas.
• Vehiclesmust be parked within lined spaces;
no double space parking.
Your signature on the parking registration formsignifies your agreement
to abide by these parking and traffic regulations.

TEMPORARY PARKING PERMITS


Temporary parking permits are issued by the
Department of Public Safety when:
• Afaculty/staffmember, or student who has
been issued a parking decal finds it necessary to
bring a different (unregistered) vehicle on campus.
• Afaculty/staffmember, or studentwishes to
invite a visitor toDean College.
• Students, faculty, and staffmay obtain specialmedical
temporary permits if approved by a doctor’s explanation
and request. This request is necessary for the
issuance of a permit.Allmedical permits are valid for
up to sixweeks. Issuance of another permit after six
weeks requires another doctor’s request.

PROPER PLACEMENT OF DECALS


All stickers shall be displayed in the rear window on
the driver’s side of the vehicle unless otherwise
approved.

TOWING POLICY


Dean College Department of Public safety will utilize towing
as an element of traffic enforcement. Operators can
avoid having their vehicles towed by adhering to the
parking rules and regulations. The following violations
subject your vehicle to towing:
• Any vehicle improperly registered or insured (includes expired).
• Vehicles parked in a handicapped parking space
without the proper permits issued by the
Commonwealth ofMassachusetts.
• Any vehicle parked overnight in Commuter lot,
Dean Hall lot or any other area not designed for overnight
parking, without authorization.
• Vehicles that have received 3 ormore violations.
• Vehicles parked in areas designated as tow areas.
• Vehicles abandoned on Dean College property (cost
attributed to the last known owner).
• Revoked parking privileges.
• Interfering with snow removal.
• Emergency situations when deemed necessary for the
safety and well being of the community.
Any towing, storage fees and charges are in addition to
any fines imposed and are the sole responsibility of the
owner or person in possession of the vehicle.

PARK AT YOUR OWN RISK

Dean College and/or the Department of Public Safety and
any of their agents assume no responsibility for any damage
or theft occurring while the vehicle is parked, towed
or in storage on or off Dean College property.

VIOLATIONS AND FINE OFFENSES

Students, faculty, or staff violating Dean College Parking
and Traffic Regulations will be fined. Individual fines
range from$5.00 to $50.00

DEFACEMENT OF PROPERTY

Any person found defacing, removing or attempting to
remove or in the unlawful possession of Dean owned
property (signage, barriers, equipment or other inventory)
will be subject to a $150 fine.

REVOCATION OF PRIVILEGES

The Dean College Department of Public Safety reserves
the right to revoke or restrict the operating and/or parking
privileges of any individual at any time for just cause
relative to violations of any and all traffic regulations.
Revocation or restrictions will be determined by the
Director of Public Safety. Actions will be communicated
in writing to the individual.

SNOWREMOVAL

After the accumulation of two ormore inches of snow, the
Facilities Department begins snow removal procedures.
Service roads and roadway paths are continuously
plowed during the course of a snowstorm. Vehicles
(whether registered or not) found parked or blocking
snow removal efforts will be towed immediately at the
owner’s expense.
The Town of Franklin strictly enforces its winter parking
policy which is in effect fromNovember 15 -April 1.All
communitymembers are encouraged to adhere to this
policy and to seek appropriate guidance on street parking
fromthe Franklin Police Department.

APPEALS

You have the right to an appeal hearing, if you so desire.
To obtain an appeal form, youmay go to the Public Safety
Office any time and request one. Your appeal formmust
be completed and returned no later than seven days from
the date on your original ticket.After seven days, you will
be considered delinquent and all fines will be payable.A
written response addressing the appeal will be forwarded
communicating the outcome of the appeal. Should you
wish to contest this verdict, a written requestmust be sent
to the Director of Public Safety within three days of your
appeal decision. The lack of knowledge of these rules and
regulations and/or parking in violation for a short period
of time, will not be an acceptable reason for appealing a
violation.
